EL PESO GEOPOLÍTICO DE LA AMAZONIA

Hogar de una vasta biodiversidad y habitada por cientos de grupos humanos, la Amazonía supone tanto un espacio relevante en cuanto a la geopolítica de los alimentos, como un posible centro de disputa en cuanto a sus acuíferos.
En 1542, el explorador y conquistador español Francisco de Orellana descubrió, en el marco de una arriesgada expedición en la densa selva sudamericana, el río Amazonas. Encontraría el final de su vida en el curso del mismo. Los orígenes del nombre amazonas aún están en discusión, con teorías sobre el mito de las míticas mujeres guerreras (originado, quizás, porque algunos pueblos indígenas de pelo largo habrían atacado a la expedición) o bien, por el término tupi amassunú, con el que los locales llamaban al río. Más allá de estas discusiones e imprecisiones, en su historia hasta nuestros días, no hay duda de que la región del Amazonas ha sido blanco de numerosas explotaciones económicas. Explotaciones que han supuesto conflictos no sólo entre los países que reclaman su soberanía, sino con las comunidades indígenas que habitan el interior del gran pulmón verde. A la vista de estos hechos, y sabiendo que se trata de un espacio geográfico masivo, repleto de recursos y sembrado de conflictos sociales, cabe preguntarnos: ¿Cuáles son las condiciones regional e internacional de la Amazonia actualmente? ¿Cuáles son los principales ejes geopolíticos de su estudio? Veamos.
Para comenzar, es menester definir la región geográfica en cuestión. Por Amazonía (no confundir con Amazonas, que es el nombre del rio) se define a todo un bioma (de tipo bosque tropical) que cubre aproximadamente 7,4 millones de km2, el más grande del planeta. Posee el rio más largo del mundo, el rio Amazonas, que desemboca en el océano Atlántico. La Amazonía es, además, hogar de una increíble y muy variada biodiversidad (albergando un 60 % de las especies del mundo), contando con numerosas especies únicas e incluso, siendo un tercio de ellas aún desconocida para la humanidad (gran parte de la selva aún no hay sido explorada). En cuanto a recursos explotables, se trata de una tierra excesivamente rica: caucho, madera, pesca, terreno cultivable, acuíferos, oro y otros minerales ricos e incluso hidrocarburos, entre muchos otros. Y no está vacía, antropológicamente hablando: en su interior habitan (se calcula) unas 400 naciones indígenas, cada nación con varias tribus (además de 5 grupos lingüísticos, cada uno con varias lenguas). Hablamos de grupos humanos muy grandes, la mayor parte de ellos, aislados de la civilización moderna.
Son nueve los países que ocupan territorio amazónico. En primer lugar, con un 63 % está Brasil, seguido por Perú, Colombia, Venezuela, Ecuador, Bolivia, Surinam, Guyana y por último, la Guyana Francesa. Brasil posee la ciudad más grande en el interior de la selva, Manaos, una enorme metrópolis de 2 millones de habitantes. Los mencionados países (salvo Guyana Francesa) firmaron, en 1978, el Tratado de Cooperación Amazónica (TCA), que busca regular y coordinar la explotación sostenible de recursos, por un lado, y la inclusión y protección de las comunidades indígenas habitantes, por otro. Posteriormente, en 1995 el TCA se institucionalizó con la creación de una Secretaría Permanente y en 2002 se conformó la Organización del Tratado de Cooperación de Amazónica, radicado en Brasilia.
Indudablemente, Brasil es el actor con mayor poder geopolítico en la región. Desde su constitución como imperio, a principios del siglo XIX (1822), prácticamente el 90% de la Amazonía actual era brasileña. Posteriormente, fueron agregándose territorios periféricos[1] hasta llegar al mapa de nuestros días. El marco político e ideológico de esta expansión se concretó con el surgimiento de la Escuela Geopolítica Brasileña[2], activa y practicada por casi todos los gobiernos brasileños desde 1930. Concebida y propulsada por los politólogos e intelectuales Gobery do Cuoto Silva, Everardo Backheuser y Mario Trovassos en torno a 1930, esta considera a la Amazonia como una variable definitiva en la constitución del Brasil como potencia regional, de cara a su proyección hacia el Pacífico, su destino manifiesto. Así fue que el TCA de 1978 otorgó al estado brasileño el marco internacional para su establecimiento como líder (no actor hegemónico) regional, al institucionalizar una estrategia cooperativa con los demás miembros, un claro ejemplo de soft power político.
Principales ejes geopolíticos de estudio
Como fue mencionado anteriormente, el objetivo principal de este artículo es inspirar investigaciones que puedan profundizar en los siguientes puntos ya que por ahora sólo se describirán de forma introductoria.
A nivel internacional:
- Geopolítica de los alimentos: en cuanto a la producción de soja, Brasil es el mayor exportador a nivel mundial y China el mayor importador al mismo nivel[3]. Esto supone un rol decisivo de las relaciones Brasilia-Pekín en el marco del BRICS y la orientación geopolítica de Brasil. La tendencia en aumento de la demanda china de la oleaginosa (en consonancia con su aumento de consumo de carne vacuna) supone la expansión de las zonas de cultivo, lo que aumenta la desforestación irrestricta, esto a su vez significando conflictos no sólo con las comunidades indígenas, sino con los países limítrofes. La deforestación y los consecuentes incendios son consecuencias directamente relacionadas a la expansión de las tierras de cultivo[4].
A nivel regional:
- Ambientales: La Amazonía absorbe un 25 % del CO2 mundial y posee un 20 % del agua dulce superficial del planeta. Son problemas de dimensión tanto económica, como política y social la deforestación, el tráfico de especies exóticas y la minería ilegal (sobre todo de oro), lo que en algunos casos supone el control territorial paramilitar y el trabajo esclavo de comunidades locales. La minería de oro trae aparejada la contaminación de los cursos de agua con mercurio (recordemos que para extraer el oro puro del mineral, es necesario usar mercurio), perjudicando no sólo la calidad de los suelos, sino la relación de las comunidades indígenas con el rio, del que dependen para su supervivencia. El TCA, en su informe de 2018, señaló que sólo la Amazonia brasileña recibió 2.300 toneladas de mercurio hasta 1994. El mercurio se deposita en el lecho del río, no sólo afectado al río en sí, sino a la circulación de aguas subterráneas dada su permeabilidad. Esta minería ilegal se ubica, fundamentalmente, en el Escudo Guayanés (norte de Brasil, Guyana, Guyana Francesa, Surinam y oriente venezolano), Perú y Bolivia[5].
- Criminalidad y terrorismo: Se trata del factor más peligroso, que ha crecido específicamente tras el fin de la pandemia de 2020. El Tren de Aragua (Venezuela), el Primer Comando de la Capital (PCC), lo que queda de las FARC y el ELN (Colombia) suponen los grupos paramilitares más activos actualmente en la Amazonía (pero no los únicos, se estiman más de 20 grupos armados operando en la zona). Los principales damnificados por esta presencia son justamente las comunidades indígenas, que en muchas ocasiones no cuentan con la protección de los gobiernos[6]. Los grupos paramilitares a menudo utilizan la minería ilegal como forma de financiarse, y contar con mano de obra esclava entre las comunidades. La característica impenetrabilidad de la densa selva amazónica la transforma en un sitio ideal para la instalación de bases de grupos paramilitares, que combaten por territorio con las tribus indígenas[7], además de practicar la explotación sexual, laboral y el reclutamiento forzado (la Amazonía venezolana es la principal damnificada por este último problema, ya que el mismo gobierno venezolano brilla por su ausencia en el sector)[8]. Perú ha denunciado en reiteradas ocasiones las acciones y amenazas del Tren de Aragua en su territorio, solicitando incluso la cooperación de Estados Unidos para la investigación criminal[9]. Otras problemáticas asociadas son el contrabando de oro, casiterita y manganeso (de las cuales las guerrillas venezolanas son las principales impulsoras y beneficiarias)[10] y el narcotráfico: en la selva se construyen pistas de aterrizaje que facilitan los envíos de estupefacientes a Centroamérica. De acuerdo al Fórum Brasileño de Seguridad Pública (informe de 2023), un 40 % del tráfico de estupefacientes que circula en Brasil atraviesa la Amazonia (desde los países productores, Bolivia y Colombia), lo que ha derivado en un rico mercado de ‘’peajes’’ y medios de transporte ocultos a las autoridades policiales. Durante la pandemia de COVID-19, las tareas de fiscalización del territorio amazónico disminuyeron, lo que favoreció la expansión ilegal de las bandas criminales para ocupar tierras indígenas y construir tanto pistas de aterrizaje, como zonas de cultivo de coca[11].
La cuestión del acuífero
La Amazonía posee la mayor extensión de agua superficial del planeta. Sin embargo, el agua superficial representa apenas un 8 % del potencial acuífero del bioma. Un gigantesco ‘’océano subterráneo’’, cuyo nombre técnicamente es Sistema Acuífero Grande Amazonia (por sus siglas en portugués SAGA)[12], contiene más del 80 % de la reserva de agua, sumando un total unos 160 billones (sí, billones) de m3 de agua. Es decir, hablamos de una extensión 3,5 veces mayor que el Acuífero Guaraní, reserva que abarca territorios en Brasil (un 67 %), Argentina, Uruguay y Paraguay. Sin embargo, es importante hacer notar que la investigación científica del SAGA ha comenzado recién hace 10 años, por lo que aún son necesarias varias pesquisas para establecer sus potencialidades económicas y de consumo del acuífero. De acuerdo a una investigación llevada a cabo por Francisco de Asís Matos de Abreu, docente de la Universidad Federal de Pará (UFPA), la dificultad actual del aprovechamiento del acuífero subterráneo (dada su complejidad geológica y la poca investigación actual), induce a considerar el mismo como una reserva estratégica de agua para Brasil[13]. Ahora bien, la porción superficial del rio Amazonas supone el centro de la vida económica de las comunidades que habitan sus riberas, ya que es su principal vía de transporte y de pesca, así como también un profundo sentido religioso y espiritual. Sin embargo, como ya expusimos anteriormente, la cuenca del rio sufre una creciente contaminación proveniente de las minas ilegales (contaminando con mercurio), así como la actividad forestal (tanto legal como ilegal).
Conclusiones
La Amazonia comprende un importante espacio económico y ambiental, considerando su relevancia en la geopolítica de los alimentos y el agua, así como su rol en la conservación de los niveles de oxígeno y absorción de CO2 en la atmósfera. Presenta además una larga serie de conflictos y problemáticas que por su propia naturaleza, requieren un esfuerzo de cooperación y coordinación de acciones conjuntas entre todos los países del TCA. Si bien este tratado significó el primer paso hacia una relación cooperativa entre los países amazónicos, factores tales como la dificultad de exploración, la relación diplomática conflictiva o al menos no amigable entre algunos de sus miembros (actualmente, existe un peligro muy grave en torno a la cuestión de Esequibo), todo lo anterior sumado a una pobre inversión en investigación) la cuestión del acuífero), todos estos factores dificultan el tejido de un vínculo internacional que se esfuerce por encontrar soluciones por encima de las fronteras, es decir, soluciones internacionales para problemáticas internacionales. Otros de los tantos síntomas de una Sudamérica dividida, enfrentada en varias ocasiones en guerras fratricidas y casi siempre, a causa de intereses externos.
